Seen here fully deployed,this antenna is part of the Inflatable Antenna Experiment (IAE),a programme to develop space structures which are inflated like a balloon once in orbit. This will reduce the weight that has to be carried into space. The Spartan satellite is a platform for short-duration scientific experiments.
